Bi-annual Convention – A brief

1st (1989) IFHA World Convention (venue: Singapore)

The IFHA held its first world convention from 11th to 14th November 1989 in Singapore.  Over 400 delegates from Hainan, Taiwan, Hong Kong, USA, France, Thailand, Brunei, and Malaysia joined their Singapore clan men at the inaugural Meet, which was held to coincide with the 135th anniversary celebration of Singapore Hainan Asociation.   The draft Rules and Regulations of IFHA, the setting up of a liaison office and the venue for the next Convention were discussed during the Meeting.  The Meeting later resolved to appoint Thailand Hainan Association to hold the 2nd World Convention in Bangkok and Singapore Hainan Association shall act as liaison office to collect information on Hainanese activities worldwide.

2nd (1991) IFHA World Convention (venue: Bangkok, Thailand)

The 2nd IFHA World Convention was held in Bangkok, Thailand from 22nd to 24th October 1991.  Over 1,000 delegates from 15 countries / regions attended this biannual Meet organized by Thailand Hainan Association.  The Theme of this Convention was: 《 加强世界海南同乡团结应努力之方向 》及 《 发扬海南人奋斗之精神 》. The venue for the next World Convention would be held in Haikou, Hainan.  The Convention also issued a Joint Communique:  to form an international Hainanese investment arm to participate in Hainan economic development.  An action committee, one expertise each from Singapore, Malaysia, Thailand and Taiwan would visit Hainan and come up with an action plan.

3rd (1993) IFHA World Convention (venue: Haikou, Hainan)

The 3rd IFHA World Convention was held in Haikou, Hainan from 28th  to 30th November 1993. 1,766 delegates from 20 countries/regions attended this Convention. The Meeting heard reports from participants on the various activities carried in their respective homeland and resolved to form a permanent secretariat and issues concerning the Hainanese worldwide on education, technologies social and economic changes that affect them.  The following Joint Communique was released:

  • to set up a permanent secretariat in Hainan to serve the IFHA
  • to consolidate clanship and economic co-operation
  • to set up a Hainanese Education Fund
  • to set up a Hainanese Club in Hainan
  • to set up an Oversea Hainanese Technical School
  • to appoint Hong Kong Hainan Commercial Association as the organizer for the 4th IFHA World Convention.
     

4th (1995) IFHA World Convention (venue: Hong Kong)

The 4th IFHA World Convention was held in Hong Kong from 11th  to 12th  December 1995. Over 1,200 delegates from 24 countries/regions attended this Convention.  The decision to hold this Convention in Hong Kong was a historic one as the next round of the World Convention, Hong Kong will then be called the Hong Kong Special Administrative Region of the People’s Republic of China (中华人民共和国香港特别行政政区), when Hong Kong was returned to China on 1 July 1997.  The following Joint Communique was released:

  • to realize the those resolutions which have been agreed upon in the past
  • to amend the relevant parts of the Rules and Regulations of lIFHA
  • to  further elaborate the roles of the IFHA secretariat in Hainan
  • to strength the clanship and economic co-operation
  • to strength the Hainanese youth relationship and to enhance their understanding of their fatherland
  • to appoint Macao Hainan Association as the organizer for the 5th IFHA World Convention
     

5th (1997) IFHA World Convention (venue: Macau)

The 5th IFHA World Convention was held in Macau from 23th  to 24th  October 1997.  Over 1,400 delegates from 21 countries/regions attended this Convention.  The decision to hold this Convention in Macau was a historic one as the next round of the World Convention, Macau will then be called the Macau Special Administrative Region of the People’s Republic of China (中华人民共和国澳门特别行政政区) , when Macau was handover to China on 20 December 1999.  The following Joint Communique was released:

  • to further co-operate and strengthen the relationship amongst the Hainanese worldwide in facing the many challenges and competitions in the 21st century.      
  • to re-study the feasibility of  the Hainanese Education Fund
  • to confirm the IFHA Executive Committee which shall comprise of the following Hainan associations of the following countries/regions:
    Macau. Thailand, Malaysia, Singapore, Hong Kong, Taipei, Brunei, California (USA), Australia and 海南省海外交流协会及海南海外联谊会
  • to endorse the venue of the Convention as proposed by the organizer.
  • to appoint the Federation of Hainan Association of Malaysia as the organizer for the 6th IFHA World Convention
     

6th (1999) IFHA World Convention (venue: Genting Highland, Malaysia)

The 6th IFHA World Convention was held in Genting Highland, Malaysia from 18th  to 19th  November 1999.  Over 2,000 delegates from 19 countries/regions attended this Convention.  The show performance with the theme < World Hainanese Nite > was the highlight of the Convention.  . The following Joint Communique was released:

  • to set up an “International Hainanese Network Centre” for the provision of information and support to the Hainanese worldwide
  • to promote the spirit of clanship among the oversea younger Hainanese generation and to organize training camp, workshop, Hainanese dialect lesson, tracing the root tour, seminar and various academic and culture activities to achieve these objectives
  • to expedite the setting up of the “Hainanese Education Fund”
  • to appoint Thailand Hainan Association as the organizer for the 7th IFHA World Convention
     

7th (2001) IFHA World Convention (venue: Bangkok, Thailand)

The 7th IFHA World Convention was held in Bangkok, Thailand from 23th  to 24th  November 2001.  Over 3,000 delegates from 20 countries / regions attended this Convention.  The theme of this Convention was: < Towards Globalization in the new century – the opportunities and challenges >.  The following Joint Communique was released:

  • that the globalization and regionalization had brought about a closer contact and co-operation in business, Hainanese organizations should also be prepared to internationalize their inter-relationship and solidarity to meet these challenges
  • that IFHA should initiate an innovative approach in managing the organization to meet the changes and demands that lie ahead
  • this Convention recognizes the importance of human resources training and development to ensure continuity and growth of an organization
  • to realize the earlier resolutions in setting up the < Hainanese Network Centre> , the organizing of training camp, education, social sport activities and the mobilizing of the < Hainanese Education Fund >
  • to promote a cordial relationship among Hainanese organizations in achieving a more united group with a stronger foundation
  • to set up a “Consultative Committee” to support the development in Hainan and the Hainanese undertaking worldwide
  • to appoint Hainan associations in Hainan as the organizer for the 8th IFHA World Convention
     

8th (2004) IFHA World Convention (venue: Boao, Hainan)

The 8th IFHA World Convention, jointly organized by 海南省海外交流协会,海南省侨联 and 海南海外联谊会, was held in Boao, Hainan from 30th  to 31st  March 2004.  Over 1,500 delegates from 19 countries/regions attended this Convention. The theme of this Convention is < Tracing The Root, Liaison, Co-operation, Win-Win >. To achieve this theme,  three forums were concurrently organized, namely “Globalization and the Hainanese – the challenges”, “Hainanese: Business and Co-operation” and “Entrepreneur Forum”. The following Joint Communique was released:

  • to finalize the setting up of the “International Hainanese Network Centre”
  • to fomalize the setting up of the “International Federation of Hainan Associations    Consultative Committee”
  • to mobilize the support of Hainanese worldwide in the setting up of the “World Hainanese Education Fund”
  • to appoint the Hainanese associations in USA as the organizers for the 9th IFHA World Convention in 2005
     

9th (2005) IFHA World Convention (venue: Los Angeles, USA)

The 9th IFHA World Convention, jointly organized by Hai Nam Association of Southern California and other Hainan Associations in USA, was held in Los Angeles. California from 27th  to 28th  November 2005.  Over 1,000 delegates from 13 countries/regions attended this Convention. The theme of this Convention is < Liaison, Humanity, Business Opportunity and Co-prosperity >. To achieve this theme, three forums were concurrently organized, namely “The Present Economic Development In Hainan”, “Training The Hainanese Youth” and   “Exploring Business Opportunity For Co-prosperity”. The following Joint Communique was released:

  • to appreciate the holding of this world event outside Asia
  • to further strengthen the inter-national / regional co-operation, trust, exchange in    trade, culture, education, science and technology for mutual prosperity
  • to support the Chinese education, strengthen culture exchange to further enhance the value of humanity
  • to pay attention to the Hainanese youth and to encourage them to participate in the activities of the associations and to support the formation of “World Forum for Hainanese Youth”
  • to play an active role in fostering co-operation and exchange between their respective  countries and China
  • to realize the various resolutions adopted in the past communique
  • to appoint the Brunei Hainan Associations as the organizer for the 10th IFHA World Convention to be held in 2007


10th (2007) IFHA World Convention (venue: Brunei)

The 10th IFHA World Convention, organized by Brunei Hainan Association, was held in Brunei from 15th  to 16th  October 2007.  Over 1,600 delegates from 20 countries/regions attended this Convention. The theme of this Convention is < Realizing A Better Exchange Platform Through The Wisdom of Hainanese”. To achieve this theme, four forums were concurrently organized, namely “The Thought Of Hainanese”, “The Furtherance Of Chinese Culture In Oversea”,  “The Involvement Of Youth In Clan Association” and   “Women Participation In Clan Association Activities”.  The following Joint Communique was released:

  • to encourage inter-associations exchange in promoting co-operation and enhancing good relationship
  • to recognize the importance of Chinese culture which is the key to the continued survival of Chinese living in oversea
  • to not only preserve but to further enhance the Hainanese value in determination, hardworking, thrifty and the pursuit of knowledge
  • to guide and support the youth to participate in the activities of the associations
  • to encourage women participation in the activities of the associations
  • to understand that there is no pursuit of personal gain but to sacrifice when taking a role in the association
  • to also explore possible business opportunity while at the same time promoting clanship in order to uplift the social and economic well being of fellow clan men.
  • to positively realize the setting up of the “Hainanese Education Fund” to meet the desired objectives
  • to promote the economy, culture, education and allegiance to the countries of residence are the obligations and duties of every oversea Chinese
  • to understand the ancestral home place, its social and economic development and meet the challenges for mutual benefit
  • to appoint the Singapore Associations as the organizer for the 11th IFHA World Convention to be held in 2009 


11th (2009) IFHA World Convention (venue: Singapore)

The 11th IFHA World Convention, organized by Singapore Hainan Association, was held in Brunei from 28th  to 30th October 2009.  Over 2,500 delegates from 18 countries/regions attended this Convention. The theme of this Convention is < Promoting The Hainanese Culture, Enhancing The Clanship Worldwide >. This Convention was held to coincide with the 2nd Singapore Hainanese Cultural Festival. The Festival covered Hainanese Opera Show, Hainanese Dialect Speech Competition, display of works by Hainanese artists, photography on Hainan Exhibition, talks on traditional Hainanese culture and cultural performance. There were three forums, namely “The Role Of Clan Associations In Promoting The Various Activities And The Advancement Of The World Economy”, “The Development And Evolution Of Hainanese Traditional Culture Worldwide” and “Sharing An Experience In Rendering Legal Assistance To Oversea Chinese Through The Clan Association”.

The Joint Communique declared: Oversea Hainan Associations must unite and co-operate to further enhance the businesses of fellow clanmen and the management of the associations; it reiterated that oversea Hainanese have an obligation in the development and advancement of their fatherland, Hainan and appealed to them to render whatsoever assistance towards the enhancement of the economy, culture and education in Hainan; it further called upon them to promote the Chinese culture, to guide and encourage the youth to have an understanding of the Chinese culture and history.  The 12th IFHA World Convention shall be organized by Hong Kong Hainan Commercial Association in 2011.

12th (2011) IFHA World Convention (venue: Hong Kong)

The 12th IFHA World Convention, organized by Hong Kong Hainan Commercial Association, was held in Hong Kong from 4th  to 8th December 2011 at the Hong Kong Convention and Exhibition Centre.   Over 5,000 delegates from 25 countries/regions attended the Convention.  

The theme of the Convention was < Welcome To Hong Kong For A Better Tomorrow >. The 3rd World Hainanese Youth Convention was also held along side with the World Convention. The Hainan provincial government also organized an Activity Week covering investment, trade, tourism and culture to coincide with the Convention. Three separate forums, covering the Hainanese business, the Hainanese people and the Hainanese youth were set up to allow experts and participants to share their experience and comments.  

The following are salient points of the Joint Communique released after the Convention:

  • This year is the centenary anniversary of the 1911 Revolution;  Hainanese should preserve the spirit of the event and to foster a better co-operation among all mankind
  • Hainanese associations should be aware of the changes brought about by new development and to encourage the younger generation to participate in the various activities
  • Hainanese are urged to support the development of Hainan Island into an international tourist destination
  • Hainan government authorities should take advantage of the prevailing open policies and the Special Economic Zone status of Hainan by strengthening the rapport with the diversified overseas Hainanese for mutual benefit
  • The Convention urged Hainanese worldwide to support and promote the Education Fund
  • The 13th IFHA World Convention shall be organized by Indonesia Hainan Association in 2013.
