Penang-Hainan inked friendly-city status 槟城-海南签署友好城

马来西亚槟城州与中国海南省於2012年6月21日在槟城签署结为友好城备忘录。

槟州首席部长林冠英在见证备忘录签署仪式时说，槟州与海南省结为友好城后，除了官方将会有更密切的交往，也希望两地人民能更频繁往来。

代表槟城州政府签署的是掌管槟州地方政府事务的曹观友，海南省人民政府则由外事侨务办公室副主任折志凌代表。

槟州海南友好协会的成立相信将能够带动两地经济，贸易，文化，旅游及其它领域的发展。

自1973年开始槟城州共和9个地方建立了姐妹市或友好城市的关系。详情如下：澳洲阿得雷德（1973），澳洲菲曼德（1978），印尼棉兰（1984），中国厦门（1993），台湾台北（2011），台湾高雄（2011），泰国曼谷（2012），广东中山市（2012）及海南省（预料明年签署协议书后正式成立）。

注：马来西亚槟城州与中国海南省於2013年11月7日在海南省，海口市签署协议，正式缔结为友好城。海南省省长蒋定之，槟城州首席部长林冠英分别代表双方签字。 
  

There are many Chinese clan associations in George Town, Penang.  Membership of these associations is usually determined by paternal origin either of a province (省) or a county (县) in China.  There are also many Chinese associations where membership is opened to individual of the same trade or faith or profession or surname.  There are many of these associations whose membership is based on one’s paternal origin in China as well.   

There are 74 of these associations, which exist for over 100 years.  The Goddess of Mercy （观音亭), for example, has history dated back to 1800.  In recognition of their enrichment to the local culture, their contribution to their respective clan and the advancement of Penang today, the State Government, through the office of the State Tourism and Cultural Committee, organized a grand celebration on 21 June 2012.  Representatives from the 74 organizations were invited to the function.  Guests from faraway Hainan Province, led by Mr She Zhiling (折志凌先生), Deputy Director-General of the Foreign and Overseas Chinese Affairs of the Hainan Province and his entourage were also present at the celebration. 

At the celebration the Chief Minister of Penang, Mr Lim Guan Eng witnessed the signing of the Memorandum of Understanding (MOU) to establish a Friendly City Status between Penang State and Hainan Province.  Mr Chow Kon Yeow and Mr She Zhiling, representing Penang and Hainan respectively, inked the MOU.  The MOU aims to promote inter-state (province) trade, investment, tourism and cultural activities.

Note: The official signing ceremony of the  Agreement On The Establishment Of Sisterhood Relationship Betweem Penang and Hainan was held on 7th November 2013 at Haikou, Hainan.  The signatories to the Agreement were Mr Jiang Ding Zhi, Hainan Province Governor and Mr Lim Guan Eng, Chief Minister of Penang.
